AGC is the ISO equivalent for AI governance behaviour. Four certification levels. Continuous monitoring. Publicly verifiable. The standard that tells regulators, investors, and counterparties that your governance is not aspirational — it is operational.
What AGC Is
ISO 27001 certifies information security policies. ISO 9001 certifies quality management processes. There has been no equivalent standard for AI governance behaviour — until now.
AGC certifies how your AI systems actually behave — continuously, in production, under real regulatory conditions. Not once a year. Not on paper. Every day, through the ANAX governance stack.
Every passport consumed through Canal advances your organisation toward the next AGC level. Every VICCA ONE determination contributes to your certification record. Governance is not a state — it is a practice. AGC is how that practice becomes a credential.
AGC vs. Traditional Standards
Certification Levels
Each level builds on the previous. Progression is earned through demonstrated governance behaviour — not declared intent.
The organisation has completed a formal VICCA ONE governance determination. Basic governance is in place. A system clearance envelope has been issued. The passport trail has begun. The organisation can demonstrate defensible decision-making under regulatory scrutiny.
90 days of governed Canal operation with no critical anomalies. Wave 1 and Wave 2 remediation actions completed. Canal is actively evaluating decision flows and issuing sealed passports. The organisation actively controls its regulatory exposure in real time.
180 days of governed operation. All remediation actions completed. Canal operating without escalations. Resilience rating ADEQUATE or better. Drift status STABLE. The organisation governs how decisions reach execution — not just whether they are documented.
12 months of governed operation at Level III. No critical anomalies throughout. Full audit trail available for regulatory inspection at any time. Public verification active. The organisation operates at institutional-grade AI governance — the highest standard ANAX certifies.
Assessment Criteria
Each criterion carries a minimum threshold. Failure in any single criterion blocks certification advancement — regardless of aggregate performance.
Percentage of decisions assessed as defensible or conditionally defensible under regulatory scrutiny.
Percentage of risky decisions correctly blocked or flagged by Canal before reaching execution.
Percentage of decisions passing through the appropriate authority gate when required by the regulatory framework.
Percentage of required human approvals correctly applied, documented, and traceable in the governance record.
Percentage of decisions with a complete, unbroken audit trail — from initiation through Canal evaluation to final execution.
Certification Validity
AGC certification is not a document that expires after 12 months. It is a live status — monitored continuously, updated in real time, and visible to anyone who checks the public registry.
All five criteria met at or above minimum threshold. Certification current and publicly displayed.
One or more criteria approaching minimum threshold. Organisation notified immediately. Corrective action window open.
Threshold breach detected. 30-day remediation window. Certification marked as under review in public registry.
Remediation window expired without resolution. Certification suspended. Reinstatement process available.
Fundamental breach of governance standards. Certification permanently revoked. Permanent record in public registry.
The Certification Record
The AGC Certification Record is not a PDF. It is a live, cryptographically sealed record — containing organisation identity, certification level, scope, active governance stack components, issuance date, validity state, and cryptographic binding.
The record is permanently registered in the public registry at verify.anaxstandard.ai. Any person or institution can verify the current certification status of any AGC-certified organisation at any time — in real time.
When a regulator asks for your governance certification, you send one link. When a board member asks whether your AI certification is current, they check one URL. When a counterparty requires proof of governed AI operations before signing, the answer is already public.
The Journey
Your organisation undergoes a formal VICCA ONE governance determination. A Governance Defensibility Certificate is issued. Your AGC Level I registration is automatic upon successful determination.
Canal is integrated into your AI decision flows. Every decision is evaluated, sealed, and passported. After 90 days of clean governed operation and completion of remediation waves, AGC Level II is awarded.
The full governance stack — VICCA ONE, Canal, and SHIM — operates in production. 180 days of stable, drift-free governed execution earns AGC Level III. Your organisation now governs how decisions reach execution.
12 months at Level III with no critical anomalies. ANASSA integration complete. Full audit trail available. Public verification live. AGC Level IV — the highest standard ANAX certifies — is awarded.
Public Verification
AGC certification is publicly verifiable in real time. Regulators, counterparties, investors, and boards can verify any organisation's current certification level — instantly, independently, and without contacting the organisation.
Begin Certification
AGC Level I begins the moment your VICCA ONE assessment is complete. Start your formal governance determination today and register your organisation in the ANAX certification standard.
