The organisation has completed a formal VICCA ONE governance determination. Basic governance is in place. A system clearance envelope has been issued. The passport trail has begun. The organisation can demonstrate defensible decision-making under regulatory scrutiny.
90 days of governed Canal operation with no critical anomalies. Wave 1 and Wave 2 remediation actions completed. Canal is actively evaluating decision flows and issuing sealed passports. The organisation actively controls its regulatory exposure in real time.
180 days of governed operation. All remediation actions completed. Canal operating without escalations. Resilience rating ADEQUATE or better. Drift status STABLE. The organisation governs how decisions reach execution — not just whether they are documented.
12 months of governed operation at Level III. No critical anomalies throughout. Full audit trail available for regulatory inspection at any time. Public verification active. The organisation operates at institutional-grade AI governance — the highest standard ANAX certifies.
Assessment Criteria
Each criterion carries a minimum threshold. Failure in any single criterion blocks certification advancement — regardless of aggregate performance.
The Evidence Grade on a certificate is never merely recorded. When anyone resolves the certificate at the public portal, the grade is recomputed from the sealed crossing — the same ladder, the same signals, replayed — and shown as independently re-derived only if the replay matches what was sealed. The judgement is deterministic. Every gate, seal, grade and determination is computed by published rules over declared inputs — the same inputs give the same answer, every time, and anyone can recompute it. No model sits in that path. Where ANAX uses AI at all, it is to explain a sealed result, never to produce one.
Percentage of decisions assessed as defensible or conditionally defensible under regulatory scrutiny.

Certification Validity
AGC certification is not designed as a document that expires after 12 months. It is a status that is monitored, that can be withdrawn between assessments, and that is visible to anyone who checks the public registry.
All five criteria met at or above minimum threshold. Certification current and publicly displayed.
One or more criteria approaching minimum threshold. Organisation notified immediately. Corrective action window open.
Threshold breach detected. 30-day remediation window. Certification marked as under review in public registry.

The Certification Record
The AGC Certification Record is not a PDF. It is a SHA-256 hash-sealed record — containing organisation identity, certification level, scope, active governance stack components, issuance date, validity state, and cryptographic binding.
The record is permanently registered in the public registry at verify.anaxstandard.ai. Any person or institution can verify the certification status of any AGC-certified organisation at any time, without contacting it.
When a regulator asks for your governance certification, you send one link. When a board member asks whether your AI certification is current, they check one URL. When a counterparty requires proof of governed AI operations before signing, the answer is already public.
The Journey
This is the AGC standard: the ladder against which certification is defined, and the requirements each level carries. It does not describe grades in issue. No organisation currently holds an AGC Level, and the assurance engine that awards them is not yet in service.
Your organisation undergoes a formal VICCA ONE governance determination. A Governance Defensibility Certificate is issued. A successful determination is what the standard requires for AGC Level I registration.
